Nobody has ever claimed that stockpiling has occured, this is simply an untruth. Anyone claiming this as fact without official word from LOM would have been shot down in flames.
Where you are confused is that many have speculated that this "may" have happened, and that it would be a desirable position to be in during the wet season.
