The strategy was always to supply Asia from NZ & on the basis that ANZ is a very small market with facilities already setup.
So if they are looking at setting up facilities in China that is another strategy backflip.

As the concentrate is only made in one place in the world you would still have lead time issues with regard to shipping from the US to China but obviously you would save a lot on freight costs shipping just concentrate vs finished goods.
Setting up another blending/packaging site would however increase working capital in the business replicating another setup.
