There seems to be a stark difference in how two allegations of rape have been handled.It is tempting to think the police decision to prosecute or not depends on outside influences. Or perhaps the propensity to charge has changed over time.
1) Bill Shorton is accused of rape. However it appears to be the females word against the man's denial. There is no suggestion the woman was intoxicated. Police say not enough evidence to prosecute.
2) Bittany Higgins accuses a man of rape. He denies it. She admits to being intoxicated. Police say enough evidence to prosecute.
Is he said/she said enough evidence to charge a person or not?
