Can't see why not, so long as they disclose the fact. Creating a market to sell by stealth is certainly not ethical and would smack of manipulation.
I have known brokers to do it though, get set early and then create a market to offload stock by recommending stock to the wider market. As I say though, not ethical in my book for sure.
That said, I really do not believe that Sprott has sold any shares.
