HLO is just a suppler/consolidater to franchise stores. It really has no ability to grow at an aggressive pace due to being reliant on franchise network doing more to make more.
Flight centre is a corporate beast. It sets a group target. Thats then broken down to a state target which is then broken down to a store target. Store manager then sets individual sales person target. HLO store owners just take it at a leisurely pace.
