Where are you getting the figure from? Surely there'd be some reasoning from the source.

At a guess, they might be in a stage of lower ore grades or construction/exploration for better bodies of ore.

I also noticed NCM's cost was fairly high, can't remember the exact figure but I think it was in the range of 700-900.
