scooter, I realise that my previous answer to your question was flippant, so let me elaborate.
The "time frame" is only one of a number of determinants. We know what the capital cost will be approximately, from recent company announcements, so we know the amount of debt to be retired, but we have only predictions and projections for the prices of the products, i.e the rare earths suite, uranium and zinc. In theory, prices for (some) rare earths and uranium in 2016/7, when we are producing, should be robust. China probably holds the key to future pricing of all 3 commodities, so I wouldn't hazard a guess.
I really like the idea of 8 bucks, but will happily settle for $4! 23.
