The Salar is not a single uncontained aquifer. It is not a single body of water like a swimming pool whereby if you drain from one end it depletes the aquifer.
The alluvial deposits contain multiple bodies of water at varying depths. There are different mediums of silt, rock & clay that slow down the hydraulic conductivity at varying depths. Porosity & Yield within each zone is however high (as recent results suggest).
Conceptually (In easy to understand terms), think of the Salar as having 10 or 20 "Bodies of Water" rather than a single uncontained body
