Thats exactly what these are for.
If a company has actual financiers / equity partners / funding etc with the money or resources prepared to put pen to paper ready to go and make the project a reality and get to mining, the approvals processes are streamlined and will happen so fast your head will spin !!
They have plenty of approvals applications sitting there for companies that will never get funded and are only there ticking off boxes for progress reports to shareholders and boards, but will never actually happen.
We all know the ASX small cap arena is absolutely loaded with them !!
If they have a project with actual funding commitments ready to be signed and proceed it's in the Governments best interest to prioritise them and thats why these project status' exist.
