After looking into the issue of the EPA process for both AVL and the neighbours, I came to the conclusion that the neighbours are probably 12 months ahead, just comparing the timelines published on the EPA website. But it's also been pointed out that AVL has special project status, so maybe this will help here. But I totally agree that EPA approval is needed before much else can proceed, ie finance, FID etc.
