    The failure to report quickly charge will likely stick.

    Even, if by some remote chance, all charges are overturned, you still have to ask: compensation for what?

    DERM will say they had reasonable grounds to suspend the pilot test burn (emphasis on "pilot"), and will not be liable for compensation.

    If all charges are overturned, CXY might get a chance re-start operations, but probably under extreme conditions. But compensation would be extremely unlikely IMHO.
