Hot Rod,you are suggesting the possibility that Transol has basically arranged finance for their client to be able buy their product.I suppose they get the ongoing maintenance fee and initial profit and the city all the income from the fines.Not a good system,cuts into profits and lowers the incentive to do more than is necessary.
