Buying at market misses the entire point of the exercise since the funds don't go to the company, they go to the entity offloading the shares.
Absolutely not investment advice, but if I didn't have a long term view of the company then I wouldn't participate since, as you say, buying at market may be cheaper. But looking longer term one should take a balanced view and make their own decisions...
