I am assuming now you could be right and can choose any builder as it states in this announcement, I find a few things here very interesting and see this deal as pretty much a sure thing.

1)Demonstrate capabilities and technology to US builders . (at Liebherr facility)
2) Parties will engage in knowledge transfer of mechanical, electrical,maintenance Service’s.
3)Give Liebherr the opportunity to work directly with them and build their hands on knowledge of the technology.

With written quotes like this one would assume as soon as HX arrives in Liebherr’s facility this would apply and a announcement of some sort regarding a agreement would be announced to the market before HX is stored at their facility. This is the first time HX would be left in a facility outside of FBR security and therefore would require some sort of agreement in line with round the clock security monitoring.
