from just reading that proposal, neuromorphic will be a part of it, not the entirety.. so the system sounds like it's going to have beefy processors with neuromorphic complementing them, which will meet the petaflops requirement
the proposal doesn't mention anything about creating a novel neuromorphic processor either.
the relevance to brainchip is that this is a project they can probably compete for, it effectively rules out any "I cant believe its not neuromorphic" competition
