No, it doesn't rule it out at all. In terms of Prophesee, they can work with different types of architectures. Ultimately it would seem to make sense to have the processing also event based, but it looks like the technology to do this is not quite mature enough at this point (as the CEO of Prophesee himself said - see below). I note Prophesee are working with a range of neuromorphic chips, including Intel and Synsense. There will likely be a bunch more coming online in the near future too.

“The ultimate goal of neuromorphic technology is to have both the sensing and processing neuromorphic or event–based, but we are not yet there in terms of maturity of this type of solution,” he said. “We are very active in this area to prepare for the future — we are working with Intel, SynSense, and other partners in this area — but in the short term, the mainstream market is occupied by conventional SoC platforms."
In terms of your (completely misguided?) belief Akida is used in the new Snapdragon by way of Prophesee metavision, let's again see what Luca Verre, CEO of Prophesee himself said. I suggest you watch the following recent video from:
- the 35.35 minute mark (to see how they adapt to work with conventional processors); and
- the 52.15 second mark (to hear who Prophesee are working with and how it seems commercial products with event based processors are not quite ready yet).
