the term digital nuromophic computing refers to it being SNN based rather then DNN based (analog). the IP is the design of the circuitry. for example Renesas have licenced the IP which means they are allowed to intergrate the circuits into a larger chip. there really is no "software" version of Akida. the Akida in software tools that were made available was really to help model actual performance once it was deployed to physical hardware
