Surely, blaming the CRO is a cop out.

CRO's would know how long testing data would take. Even with delays, they can't be out 12 months.

They're contracted with time spans a relatively known entity.

The written updates, rarely deviates off a well worn script. ie "coming weeks"...vague timeframes

If this telephone note is correct (potentially the poster got the wrong end of the stick), then it iis a direct contrast to written updates. This call with the SH could prove invaluable. People who have large losses, like the guy with $170k loss, this could be of interest to take note of.
