there have been several lawsuits & judgements recently against social casinos. last year the largest being a US$415 million settlement for operating social casino games in only one US state, with litigation ongoing in others:

did you know that VGW's social casino called Chumba Casino (which Hibur is a cheap knock off of!) calls its equivalent of "Gems" "Sweeps Coins" & the platform is blocked/inaccessible in Indonesia, Malaysia, Australia & numerous other countries? there's more than just "doubt" about the legality of Hibur, whose business model mirrors Chumba's:
