You only get a fine for not voting if you are enrolled to vote. Considering there is around a million eligible people not enrolled I doubt any political party will fine this group for not voting as the political backlash would be an election loser.
How to get un-enroled? Move to a new address and return any enrolment forms with 'no longer at this address'. They will remove you eventually.
