Try another gfx card and monitor if you have old ones there, check connections and power supply would probably be a good start. Also got to device manager and make sure that your gfx adapter has its own IRQ assigned, especially if you have installed new hardware. Could also just be dust.
If that doesn't help a clean install might help.
