Why dont you use a broker and pay 1% instead of 0.01%, main problem is penny dreadful traders trading in penny dreadful stocks, they should put a min purchase value on trades and have low value traders pay up a minimum to trade then this would make system better for genuine traders and these overloads would not occur.
