tcisboss, there is already an operating open pit mine in the centre of the tenement and the area surrounding has been reserved for mining activity.
The facility for the conversion process is almost unrecognisable as it is very small, check out the Exergen corporate video.
I know this is off topic but thinking about Victoria's water supply issues, this site once the coal is removed would be perfect for a new dam to supply western Melbourne. The reason why the coal is brown is because it sits on a basalt basement, which is perfect for water storage.
