Conclude the work on the DUP

I have a question with regards t the DUP, we have been spending a bundle in country getting the DUP done ! In the release dated 30 June 2015 its says that we are to conclude the work being done on the DUP.
Conclude according to me means "bring or come to an end."
Does that mean we are stopping right now or are we finished the DUP at great cost when we wont be reimbursed by the Cameroon Government for all the work done. Including all the route planning , LIDAR etc to date.
We are way below what used to be the $20 million panic button so Im curious to hear what management have to say.
