I keep asking myself "why the delay?" and whilst it might just be biased hope on my part, I can't help but feel that one decision might annoy greenies and some local activitists, the other annoys shareholders half a world away.
I can only assume he'd rather avoid the backlash from a decision that would annoy people on his doorstep (ie. the greenies). Hence, I think the decision is in our favour?
