I'm not sure this is correct. I believe the interest payments are less regular than monthly. However LYC is required to transfer $ to a restricted account to meet the periodic payments, so they may as well be monthly!
What this arrangement does, is to allow LYC to claim a lower cash flow outbound for some periods. In my book one should discount these amounts from cash balance as they can't be used by LYC for any other reason than to pay the interest later on down the track. Note in the last set of fiscal data an amount of $6m transferred to restricted.
