M.E. appointment either a v. risky and expensive gamble (this guy wouldn't come cheap) or based on excellent relational expectations and work already done. I think the latter. He's there because upcoming and imminent customers and markets demand such an appointment - maybe even made it a proviso. I'd expect a good flow of contracts - or a major contract following setting this in place. Cheers all.
