The way i follow this announcement the reason for the late...

The way i follow this announcement the reason for the late posting is because of US requirements. I thought the same thing dec 16 and now jan 7, what would cause that. but CNN posted that US Government is looking to can. a lot of military spending however development and R&D will be left alone. Maybe it was to wait and see what would happen. or to offer reassurance.

Also the PNG deal what if they already have the money? and are not posting it until sometime later to keep the price down? i know that this is just speculation and nothing more but after the recent announcement there is no real reason why it couldn't happen.
