Build a neuromorphic chip in a month and a hal over Xmas f doubt it. They reference a paper which used BrainChips technology by AV and AO. The short time before the applications needs to be submitted makes me wonder if they have already chosen AKIDA and the proposal is just a required formality. This is what happened with NASA if you remember. Also they refer to a short phase 1 ‘up to’ 6 months max from memory, where else are they going to find a neuromorphic processor so quickly.
