And I agree @dplane on the substance of the question you pose (as to whether the FDA could have been swayed).
But as with most questions of "process", which a conflict of interest issue absolutely is, the substantive question of "coulda, shoulda, woulda" now falls by the wayside.
So, post the vote, the invalidation of that one negative vote as a 'process' measure to remedy the conflict of interest is actually a better outcome than if he had declared his interest in the first place and the FDA let him serve on the committee nevertheless.
