    banks just want to make more money, the higher the rate the less impact they have from fall outs from the over seas markets, remember CEOs want higher wages, they want to keep there share prices propped up for as long as they can and finally they say stuff the public, if people can not afford to pay back there home loans why should the bank care, peeople will still borrow money no matter how high interest rates goes, the banks still keep making money regardless of loan faults, yep it is the greed factor.
