    I've heard several times on the radio, that the way of controlling road congestion is via a 'pay per km' car registration fee rather than a large one-off fee. This will benefit city dwellers who will not only see less traffic congestion, but will also have lower running costs due to the much less travelling distances accumulated. So it's virtually a given that this will be implemented because it's a win, win for those on the correct side of the fence.

    The so called 'dregs' of society will be faced with the final nail in their coffin, as they'll be hit hard due to the large distances travelled to work destinations, etc., leaving them with virtually nothing left for food, shelter and education.
