Agreed, dunno if it'd be that long a lead time but yeah I'd think they would phase the tax in along with increased PT services.
I'm sure it's coming though, there is basically no other choice when it comes to controlling congestion. We're (almost) at the point in Sydney and Melbourne where additional highways won't do anything.
