    As someone who has the luxury of walking to work I don't have much in this debate, but many others do. People have bought houses based on the cost of transport to work and so it is important that any changes are gradual. I would support a move to congestion charges provided it was over a long time period (say 25 years) where there is plenty of time for everyone to adjust to the change.
