I just did a search on SNO and found that it used to trade on the AIM until it got suspended. Below is the last announcement by the company. So as Salty correctly stated, SNO/Congo Copper will not be a new IPO... it will simply be re-listed.
It will therefore come out from suspension without warning. So mid October (NWA announcement) or mid Nov (Salty's prediction) is the likely re-listing date.

Update
Sino-Asia Mining and Resources plc ('the Company') continues to pursue various
natural resource projects as potential investments in the China and South-east
Asia region, including certain target investments for which negotiations and due
diligence are at an advanced stage.
The Company is confident that by the end of the first half of 2006 it will have
secured an agreement to proceed with investments in one of these targets.
The Company's Board will issue a further announcement when there is a
reportable, material development.
