    The article says:

"Canadian billionaire Robert Friedland, founder and executive chairman of Ivanhoe Mines (TSX:IVN), has joined the debate over the Democratic Republic of Congo’s imminent hike to mining taxes by saying his company would pay higher royalties and taxes, but only if that money benefits locals."

Conversely, what does Mr Friedland do with the billions of dollars from the copper and other metals he receives for Congo's minerals? A paternalistic, patronising prick. Congo is a soverign country. Yes it has big problems, but why can't it get a better reward for its minerals. It doesn't have to answer to Mr Friedland, who incidently doesn't complain when the price for metals goes up and he makes a bigger killing. If Mr Friedland, Glencore and the other miners in the Congo don't like the new mining royalties, they can pack up and go somewhere else.
