    A couple of things:

    Li spod resource is small
    BOD have no experience wuth LiOH concentrate production
    LiOH quality testing is a lengthy process
    Procesing plant is costly and won't be built quickly unless properly financed
    Indirect agreements eith Tesla a bit sketchy
