Interesting reading given quite a few old (from the date the terms of reference were finalised) cases are still pending but some recent cases have been finalised.


Interesting case is case #597, this panel was formed (and terms of reference set) in Feb 2018, given COP stated the panel wasn't yet formed at 31/12/2017 this case is certainly a possibility
The three arbiters are all from France, this matches with with what we know about where the case must be held and in what language.
The President of the panel was court appointed, meaning COP and FAR probably couldn't come to an agreement, or COP delayed as long as possible and the court stepped in,this makes sense given how long it took for the panel to be constituted.
