That being the case, then whichever one that applies won't make much difference. We are only talking a matter of a month or so instead of the years.
I think it's safe to say that most are thinking that FAR have a very good chance, and that being the case, then the actual time frame is irrelevant; as someone said, WPL is providing an interest free development.
The only party that is worrying about the time frame may then be WPL.
