I get the feeling from COP's statement that the information that FAR believe has been left out is the mechanism by which COP (now possibly WPL) were to assume operatorship from CNE after commerciality is declared.
If this information has been hidden from FAR due to a confidentiality clause, then we really did not have all the information necessary to make an informed decision on whether to pre-empt or not.
This could also be the reason that CNE had been receptive to the offer. (They have something extra to gain)
