IMO the answer to your question is emphatically NO. Further IMO neither his Department nor the NBN team have the required abilities to deal with the technical and financial challenges, other than to bully, blackmail and steal.
The real worries are that:
1. During the negotiations the government and the NBN team are desparately trying to steal the Telstra 'no-how', and
2. In the process they are stuffing-up the only company that can deliver a network that would come anywhere near to what they want to achieve, and
3. Shareholders legitimate financial interests in this company are being undermined and destroyed, both short and long term by the political opportunists and the bureaucratic empire builders, egged on by the ACCC and Telstra's competitors, sitting like vultures on the side lines waiting to pick over the carcas.
IMO it is time for the Telstra Board to consider withdrawing from these talks, discussions or negotiations, until all threats are withdrawn by Conroy
