So, a "plan" with no justification MUST be better than no plan? (for the sake of argument I'm letting "no plan" pass).

Cool, my plan to start a campfire in the middle of my apartment (don't worry - I can provide details as required - even show you where I'll set it up!) to save on electricity - MUST be better than those using their stove - they don't have a plan!

The fact is this, without the analysis, there is no demonstration of the value of the NBN as opposed to the Lib proposal.
