The Kupang power station's objective is to provide power to Indonesians.
The Kupang power station doesn't have enough capacity to supply the locals, hence they've only committed to an MOU for 20MVA ending December 2018. If Kupang's objective were to deliver power to the project then:
1. They would have executed a binding agreement (not that even that means much in Indonesia), not an MOU
2. The term of the agreement would resemble the project, not expire in December 2018, before the project is even operational.
I found the milestones that GMC in October said would be delivered by December 2017.

So which ones have actually been delivered? Even one?
Or they all just imminent?
The GMC CEO was previously CEO of Bathurst Resources. May be worth looking at how that turned out...
