My understanding is that SAS only needs one global ground station for their operation to work due to their sat to sat proprietary network comms, but they are going with two ground stations so they have a backup. Based on that, they certainly don't need a ground station anywhere in Africa, therefore there is zero sovereign risk to their physical infrastructure. Obviously, there is some inherent risk to their revenue stream which will vary greatly on a country by country basis.
