It allows the company to keep doing the cap raises and gives the share price a chance to grow. Most companies between 0.001 and 0.004 have a problem in that there share registry is that bloated the consolidation is the only way to give a share price the chance to grow. FBR at 1 cent may be the equivalent of 0.001 to 0.004 considering how many cap raises this company has given in to.
