Actually, they have done it before.Turnbull handed over $400 million+ to the Great Barrier Reef Foundation back in 2018, this without going through a tendering process as is the normally the case. It was a private 'not for profit' organisation.
Never put it past government (whatever one is in power at the time) to happily give away taxpayers money.
