Just a guess, IKL may think they paid too much, then hold on their cash, and buying on the market at 37.5-42.5 cents, may be after new year, they may accumulated more than 15%, then transfer the money, and controling stake of the company.
If next year company performing well then T/O, if not they still holding their cash.
