constant buying from director, page-7

How did he buy them on market for .01??
It shows he bought 1,204,490 shares for $22,207.58 ,which is 1c each!
It hasn't been 1c since 2003!
Can anyone explain?
Also why is it every time it challenges .026 someone sells at .025 and places 200,000 at .026.?
Is someone capping the price or selling off in small amounts, maybe the same director?
