Yes, but originally they only required 20 mil extra but now that is 40 mil they are more likely to need to issue a convertible note or similar. Banks will not lend unless there is security, and there is not much of that here!
Anyway sellers have moved back in and price back to 19.5. They released the ann. at the start of trading so as to provide a boost for the morning, but seems to have run its course.
