I beleive RS may be there now, the pictures only show one sign ,the other two are the sides of the same building.
Someone must have forgotten to tell RS it's not called Constantinople anymore and the rich and famous don't holiday there anymore.
Back to the subject, I think there are limited resources that are qualified to do the commissioning, but you'd hope that they would see the bigger picture and get anyone running asap, where ever it is.

Having a sign turn on out of the blue could the impetus for a good rally and if it was a Turkey sign, it wouldn't hurt the selling prospects for the 4ts sign.
